The Acquisitions Branch has decided to update its procedures to improve the effectiveness and consistency with which contracts with task authorizations are used and managed.
These reviews raised issues relative to the application of financial controls, separation of duties, contract amendments, employer-employee relationships, and adherence to contractual conditions.
In the last few years, several government audits have taken place that included reviews of contracts with task authorizations. The revised approach introduces new tools and guidelines and includes changes to the Supply Manual(SM) and new clauses for the Standard Acquisitions Clauses and Conditions (SACC) Manual. The purpose of Policy Notification (PN)-75R1 is to provide new direction to procurement personnel regarding contracts with task authorizations.
